City of Latrobe Council Meeting is held on the 2nd Monday of each month at 6:30 p.m. in Council Chambers of the Municipal Building.

Agenda:
A. Public Works and Personnel:
1. Swearing In of Jonathan Bradford as a City of Latrobe Police Officer.
2. Motion to approve the hiring of Gerald Marol as a seasonal employee at the Department of Public Works at the hourly rate of $22 per hour.

B. Administration and Finance:

1. Motion to approve Ordinance No. 2026-8 amending Chapter 98 of the City Code titled Administration and Enforcement repealing condemnation of buildings and structures section 98-3 (A) and (B), 98-9, and 98-12. This is being done to eliminate outdated processes that conflict with the Uniform Construction Code specifically 2021 IPMC Section 111.

2. Motion to approve Ordinance No. 2026-9 amending Chapter 108 of the City Code titled Administration and Enforcement repealing Chapter 108 in its entirety as it contains outdated processes that conflict with the Uniform Construction Code 2021.

3. Motion to approve Ordinance No. 2026-10 amending Chapter 117 of the City Code titled Construction Codes, Uniform updating, correcting and/or deleting sections 117-1, 117-2, 117-3, 117-6 and 117-9 and adding section 117-10 titled repair permits to establish uniform permitting process for specified repair, maintenance and replacement activities not regulated under the PA Uniform Construction Code and consistent with the standards set forth in the 2021 International Property Maintenance Code.

4. Motion to approve Ordinance No 2026-11 amending Chapter 121 of the City Code titled Electrical Standards and repealing the Chapter in its entirety as it contains outdated processes that conflict with the Uniform Construction Code.

5. Motion to approve Ordinance No. 2026-12 amending Chapter 132 of the City Code titled Property Maintenance to update Chapter 132 to formally adopt the 2021 International Property Maintenance Code and to revise all existing local amendments so that section references, numbering, and administrative provisions accurately corresponding to the 2021 edition of the Code, thereby ensuring clarity, enforceability, and consistency within the City’s property maintenance regulations.

6. Motion to approve Ordinance No. 2026-13 amending Chapter 137 of the City Code titled Mechanical Standards and repealing the Chapter in its entirety as it contains outdated processes that conflict with the Uniform Construction Code.

7. Motion to approve Ordinance No. 2026-14 amending Chapter 147 of the City Code titled Plumbing Standards and repealing the Chapter in its entirety as it contains outdated processes that conflict with the Uniform Construction Code.

8. Motion to approve Ordinance No. 2026-15 amending Chapter 275 of the City Code titled Fire Limits and Fireproof Construction of the City Code repealing the Chapter in its entirety as it contains outdated processes that conflict with the National Fire Protection Agency (NFPA).

9. Motion to approve Ordinance No. 2026-16 amending Chapter 279 of the City Code titled Fire Prevention Standards replacing the existing Chapter 279 in its entirety to ensure consistency with current National Fire Protection Association (NFPA) fire safety requirements, improve administrative and enforcement procedures, and enhance public safety by reducing hazards and ensuring safer occupancy conditions throughout the community.

10. Motion to approve Ordinance No. 2026-17 to vacate the alley located between Toner and Penn Streets between lots 220-238 on 6th Avenue and 7th Avenue.

11. Motion to introduce Ordinance No 2026-18 authorizing the incurrence of nonelectoral debt of the City of Latrobe and the issuance of general obligation bonds, series of 2026, in a maximum aggregate principal amount not to exceed $2,900,000 to finance a capital project and to pay the costs of issuing the bonds; finding that a private negotiated sale is in the best financial interest of the city; accepting a proposal for the purchase of the bonds; authorizing the preparation and filing of a debt statement and other documentation; covenanting to create a sinking fund and to budget, appropriate and pay debt service on the bonds and pledging the full faith, credit and taxing power of the city for the bonds; setting forth the substantial forms of the bonds; setting forth parameters for the maximum principal maturity amounts and dates and maximum interest rates and other details of the bonds; appointing a paying agent and sinking fund depository; and authorizing other necessary action.

12. Motion to introduce Ordinance 2026-19 to amend the 2026 Fees in the City Code to adopt the fee structure for the new code inspection and UCC plans examiner, Allsafe Building Code Services, for residential and commercial inspections and associated fees.

13. Motion to adopt Resolution________ to add Hannah Sterrett as an authorized check signer for city bank accounts and online activities with Commercial National Bank and Trust.

14. Motion to adopt Resolution ________ to add Hannah Sterrett as an authorized check signer for city bank accounts and activities with First National Bank.

15. Motion to adopt Resolution ________ to add Hannah Sterrett as an authorized check signer for city bank accounts and online activities with First Commonwealth Bank.

16. Motion to adopt Resolution__________ to add Hannah Sterrett as an authorized check signer for city bank accounts and online activities with PLGIT.

17. Motion to adopt Resolution ________ to add Hannah Sterrett as an authorized check signer for city bank accounts and online activities with PA Invest.

18. Motion to approve the cooperation agreement with the Westmoreland County Board of Commissioners and the City of Latrobe for receiving grants under the Community Development Block Grant Program (CDBG), Home Investment Partnership Program (HOME) and Emergency Solutions Grant Program (ESG) for federal fiscal years 2027, 2028 and 2029. This agreement is for the city to participate in these US Department of Housing and Urban Development (HUD) programs and approving the agreement is required so that the County can continue to administer these programs for the participant municipalities.

19. Motion to approve the updated Investment Policy Statement for the City of Latrobe Police Pension Plan being invested by Commercial Bank and Trust of PA. The policy statement sets parameters and expectations as to how the investment allocation for the fund is invested.


20. Motion to approve the Minimum Municipal Obligations (MMO) for the Police Pension Plan for $241,816 for 2027. This calculation is required and prepared in conjunction with Act 205. This is an increase of $41,395 from the 2026 MMO which was $200,421.

21. Motion to approve Susan Trout as the appointed voting delegate for the Pennsylvania Municipal League annual business meeting and resolutions committee meeting being held at the 2026 Municipal Leadership Summit in October.

22. Motion to approve a three-year agreement with the Ligonier Center for Agriculture and Education doing business as the Ligonier Country Market for 2027-2029.
