The Agenda meeting will be held the 4th Monday of each month at 6:30 p.m in Council Chambers of the Latrobe Municipal Building.

Agenda:
A. Public Works and Personnel:
1. Motion to accept the Voluntary Resignation Agreement of city employee 8847 signed and dated August 18, 2026.

B. Administration and Finance:

1. Motion to adopt Ordinance No 2026-18 authorizing the incurrence of nonelectoral debt of the City of Latrobe and the issuance of general obligation bonds, series of 2026, in a maximum aggregate principal amount not to exceed $2,900,000 to finance a capital project and to pay the costs of issuing the bonds; finding that a private negotiated sale is in the best financial interest of the city; accepting a proposal for the purchase of the bonds; authorizing the preparation and filing of a debt statement and other documentation; covenanting to create a sinking fund and to budget, appropriate and pay debt service on the bonds and pledging the full faith, credit and taxing power of the city for the bonds; setting forth the substantial forms of the bonds; setting forth parameters for the maximum principal maturity amounts and dates and maximum interest rates and other details of the bonds; appointing a paying agent and sinking fund depository; and authorizing other necessary action.

2. Motion to adopt Resolution 2026-21 to approve a cooperation agreement between the City of Latrobe and Westmoreland County for participation in the US Department of Housing and Urban Development (HUD) programs for 2027 through 2029. The agreement was approved at the August 10, 2026 meeting but the Resolution was not passed and needs to be part of the application to HUD.

3. Motion to approve a proposed Stipulation of Settlement prepared by the Westmoreland County Tax Assessment Board’s Solicitor. The Stipulation adjusts the assigned fair market value for real estate taxation purposes for the property at 304 Depot Street map number 15-03-06-0-684 owned by CPG Latrobe LLC which is the former Rite Aid property. The assessment for tax year 2025 was set at $207,900. The Board lowered the assessment to $113,220 using a proposed market value of $1,275,000 and applying the STEB ratio of 8.88% resulting in the assessment at $113,220. This lowers the assessment by $94,680.
