Old Lycoming Township supervisors said today they are scheduling a special meeting for this month to discuss and vote on police regionalization.
Jersey Shore borough and Porter Township supervisors approved an ordinance to create the Lycoming Regional Police Department earlier this week. The combination of forces from Old Lycoming Township Police and Tiadaghton Valley Regional Police Department would be known as Lycoming Regional Police Department, according to the ordinance.
Old Lycoming Township supervisors canceled their Tuesday meeting because it did not get an answer on the reappointment status of Supervisor Dave Kay. That was done by law, according to the supervisors.
“Now that we have the full board in place we will be advertising for a special meeting before month’s end,” the board said.
Details of the ordinance
The ordinance approved indicates the overall cost of operating and maintaining the consolidated Lycoming Regional Police Department is to be financed by annual budget appropriations made by each participating municipality.
The department will be under the supervision and control of a board known as the Lycoming Regional Police Commission. That commission would consist of two elected officials from each municipality, and one appointed resident of a charter municipality, according to the ordinance.
The one appointed resident from one of the municipalities shall be chosen by a majority vote of the other members of the joint board, the ordinance states.
Existing property and equipment of each police department shall be contributed or transferred to the Lycoming Regional Police Department, the ordinance states. Any new purchases of property or equipment are to be made and disposed of as provided in the agreement.
The police commission will be empowered to enter into contracts for the purchase of property, equipment, materials and supplies. It shall also be authorized to enter into contracts for policies of group insurance and employee benefits.
Once the Lycoming Regional Police Department becomes operative, the Tiadaghton Valley Regional Police Department, will be abolished, the ordinance states.
There also are legal terms in the ordinance explaining what happens if the regional police department is dissolved.
There are no losses of assets based on this agreement, the board stated. The agreement puts the combined assets together into a department.
“The mission is that as long as our service stays the same and the cost is less we are satisfied or if the service is better and the cost is the same we are satisfied,” the board said.
“The goal is to provide our residents better services at a cheaper cost,” the board said.
Both stations will be staffed with officers 24 hours a day and seven days a week, the agreement states.
