Notice is hereby given that the Municipality of Penn Hills, Allegheny County, PA will hold a public hearing on Thursday, June 26, 2025, at 7:30 PM, at a meeting held by the Penn Hills Planning Commission. If accommodations are needed to participate in the public hearing, please call Mrs. Meg Balsamico, Director, Department of Planning and Economic Development, at (412) 342-1174, by email at mbalsamico@pennhillspa.gov, or 711 for the hearing impaired, to make arrangements.
The purpose of this public hearing is to present the Municipality of Penn Hills’ FY 2025-2029 Five Year Consolidated Plan and FY 2025 Annual Action Plan for the use of Community Development Block Grant (CDBG) Program funds and HOME Investment Partnership Program (HOME) funds. The Municipality has prepared its FY 2025 Annual Action Plan in the amount of $742,778 which includes a HUD CDBG allocation of $707,778 and $35,000 in anticipated program income. The Municipality is a member of the Allegheny County HOME consortium and will receive a FY 2025 allocation of $113,373 in HOME funds. The FY 2025-2029 Five Year Consolidated Plan and FY 2025 Annual Action Plan will be submitted to HUD on or before August 15, 2025.
In order to obtain the views of residents, public agencies, and other interested parties, the Municipality of Penn Hills will place its FY 2025-2029 Five Year Consolidated Plan and FY 2025 Annual Action Plan on display for 30 days beginning Thursday, June 19, 2025, and ending on Friday, July 18, 2025, online at: https://pennhillspa.gov and at the following physical location:

This document will be available for examination during normal business hours of operation for a period of 30 days until Friday, July 18, 2025. An electronic version may also be requested by email at mbalsamico@pennhillspa.gov. This plan will be presented for approval by the Municipal Mayor and Council on the evening of Monday, July 21, 2025, at the Municipality’s regularly scheduled Municipal Council Meeting at 7:00 PM, prevailing time.
The FY 2025 Annual Action Plan was prepared after conducting a public hearing on the housing and community development needs, as well as meetings with Municipal staff and officials.
The following CDBG activities are proposed for funding under the FY 2025 Annual Action Plan:

The following HOME activity is proposed for funding under the FY 2025 Annual Action Plan:
Homebuyer Assistance Program $113,373.00
If the Municipality would undertake an activity that would result in the displacement of families or individuals, the Municipality would utilize its policy for minimizing such displacement. Furthermore, the Municipality is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG or HOME Funds.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the FY 2025-2029 Five Year Consolidated Plan and FY 2025 Annual Action Plan.
