NOTICE OF FINAL PUBLIC HEARING
BOROUGH OF EDINBORO
FY 2023 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
Notice is hereby given that Edinboro Borough will hold the second and final public hearing regarding its FY 2022 CDBG program at 6:15 P.M. on Monday, September 11, 2023 in the Council Chambers of the Edinboro Borough Municipal Building, 124 Meadville Street, Edinboro, PA 16412. The purpose of the hearing is to discuss how the Borough proposes to utilize its FY 2023 CDBG funds and to provide for public comment.
Edinboro is entitled to apply for and receive an annual allocation of CDBG monies from the PA Department of Community and Economic Development (PA DCED) pursuant to the provisions of PA Act 179 of 1984. The Borough’s program is administered by the Erie County Department of Planning and Community Development.
For FY 2023 the Borough is entitled to $105,252.
Based upon a public needs hearing (First Public Hearing) held on August 14, 2023 and subsequent discussions with municipal officials, the Borough proposes that the funds be used for the following:
• $18,840 – General Program Administration: Management, oversight, and coordination of the Borough’s CDBG program.
• $86,412 – Natures Outlet Park Improvements –Edinboro Borough plans to continue to make improvements to the Natures Outlet Park. This includes lighting, sidewalks, electricity, and a gazebo.
All interested persons are encouraged to attend the hearing. Those who are unable to attend but would like to comment may do so by writing to the Erie County Department of Planning & Community Development, 150 East Front Street, Suite 300, Erie, PA 16507 /or e-mail: acunningham@eriecountypa.gov. Comments will be accepted until 4:00 PM the day of the hearing.
The Municipal Building and Council Chambers are handicapped accessible. Persons with a disability who wish to attend the hearing and require an auxiliary aid, service, or other accommodation to participate should contact Jason Spangenberg at (814) 734-1812 (Ext. 123) at least 48 hours prior to the hearing to discuss how the Borough may best accommodate their needs.
It is anticipated that Borough Council will pass a resolution approving the application at its meeting September 11, 2023. A draft copy of the application will be available for review at the Borough municipal building one week prior to the meeting.
