Understanding the Borough's Capital Budget Process
At the September 28th meeting of Borough Council, Borough staff presented updates to the proposed Capital Budget. Council reviewed the various capital project requests and worked to prioritize projects for 2027 so that staff can prepare cost estimates and determine how those projects may impact the 2027 Operating Budget.
Many residents ask what a capital budget is and how it differs from the operating budget.
A Capital Budget is the Borough's long-term plan for investing in major assets and infrastructure that serve our community. These projects typically involve the construction, replacement, renovation, or significant improvement of facilities and public infrastructure that have a useful life extending many years into the future.
Examples of capital projects may include:
Road and sidewalk improvements
Stormwater infrastructure upgrades
Park and recreation facility improvements
Municipal building renovations
Vehicle and equipment replacements
Major technology upgrades
Public safety facility improvements
When evaluating capital projects, Council considers a variety of factors, including:

✅ Condition and age of existing infrastructure
✅ Regulatory requirements
✅ Community needs and priorities
✅ Available grant opportunities and other funding sources
✅ Long-term operational impacts
Funding for capital projects often comes from a combination of sources, including grants, reserves, borrowing, and other available revenues. The goal is to maintain and improve Borough assets while being responsible stewards of taxpayer dollars.
The Capital Budget is closely connected to the Operating Budget because new facilities, equipment, and infrastructure often create future maintenance and operational costs that must be accounted for in annual budgets.
As the budget process moves forward, Borough Council will continue reviewing project priorities, funding options, and community needs before finalizing the 2027 budget.
