🚲 Pennsylvania E-Bike & E-Moto Laws — Know Before You Ride!
Pennsylvania law treats legal e-bikes differently from e-motos, dirt bikes, and other motor-driven cycles. Here are the key points from the attached information:
🔋 LEGAL E-BIKES To qualify as a Pennsylvania e-bike, it must meet all of these requirements:
⚡ Electric motor 750 watts or less
🚦 Motor-only speed of 20 MPH or less
⚖️ Total weight 100 pounds or less
🚲 Must have operable pedals
🛞 Two or three wheels, with wheels over 11 inches
👤 Rider must be at least 16 years old
🪖 Helmets are required for riders under 12 and optional for adults
📋 No driver's license, registration, or insurance is required for a qualifying e-bike
🛣️ WHERE CAN E-BIKES BE USED?
Sidewalks — except where prohibited, such as certain business districts
Roads and bike lanes — treated as bicycles
State parks and forests where bicycles are permitted
Throttle-only use is not permitted on non-motorized trails
🚫 E-MOTOS & OFF-ROAD BIKES E-dirt bikes, mini-motos, off-road e-motos, and similar vehicles do not qualify as legal e-bikes and cannot simply be operated on public roads.
Vehicles that fall into the moped or motor-driven cycle categories may require things such as:
Registration
Appropriate driver's license/Class M requirements
Insurance
Inspection
License plate
⚠️ IMPORTANT: The chart also notes that Class 3 (28 MPH) e-bikes are not legal as e-bikes in Pennsylvania. A vehicle capable of exceeding the e-bike requirements may fall into a different motor-vehicle classification.
