NOTICE TO BIDDERS
CRAFTON BOROUGH - ALLEGHENY COUNTY, PENNSYLVANIA
Sealed Proposals will be received by Crafton Borough through PennBid until 10:00 A.M. prevailing time on Monday August 10, 2026, for the:
2026 Crafton Pavement Maintenance Program
This base bid project involves the completion of approximately 2,925 S.Y. of 3” milling, 110 L.F. of 24” keyways, 650 S.Y. of base repairs, 824 L.F. of 6” x 12” Bituminous Wedge Curb,450 Tons of 2” of 19mm Superpave 0 to 0.3 Million binder,2,925 S.Y. of 1 ½” of 9.5mm Superpave Fine Graded Wearing Surface, Traffic Control and Restoration. Alternate bids will be taken for 475 S.Y. of 3” milling, 45 L.F. of 24” keyways, 50 S.Y. of base repairs, 340 L.F. of 6” x 12” Bituminous Wedge Curb, 90 Tons of 2” of 19mm Superpave 0 to 0.3 Million binder, 475 S.Y. of 1 ½” of 9.5mm Superpave Fine Graded Wearing Surface, Traffic Control and Restoration. Final quantities will be based on work completed.
All proposals shall be submitted electronically via PennBid (www.PennBid.net), before 10:00 A.M. prevailing time on Monday August 10, 2026. At that time, Bids will be opened with results displayed publicly on PennBid and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Proposal during the sixty (60) day period without forfeiting their Bid guarantee.
Pennsylvania Prevailing Wages must be paid on this contract.
Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Crafton Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.
The Proposals must be made to Crafton Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Borough retains the right to award Contracts to the lowest responsive responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough.
However, Bidders are advised that the Borough expressly reserves the right to reject all Bids, and specifically reserves the right to award to the lowest qualified, responsible and responsive Bidder for the type of work being considered a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
Crafton Borough also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
