Description
The Bruceville-Eddy Police Department would like to share our newly adopted City Ordinances regulating Truck Routes & Peddlers / Solicitors.

Please see the following Ordinance background information, and attached Ordinances for review.

Truck Route Ordinance

The City of Bruceville-Eddy has experienced an increase in commercial vehicle traffic utilizing city streets that were not designed to accommodate frequent heavy truck traffic. This has resulted in concerns regarding roadway deterioration, traffic congestion, public safety hazards, and impacts to residential neighborhoods.

Heavy truck traffic on non-designated streets creates safety concerns for residents, school traffic, pedestrians, and emergency response operations, while also accelerating wear and damage to local streets that are not engineered for repeated heavy axle loads.

The ordinance establishes a designated truck route system within the City, directing through-truck traffic to roadways better suited for commercial vehicle use, including Interstate 35 frontage roads, State Highway 7, FM 107, and other specifically designated routes identified in the ordinance.

The ordinance also recognizes the need for reasonable exemptions, including vehicles making local deliveries, public utility service vehicles, emergency response vehicles, governmental service vehicles, solid waste collection vehicles, construction traffic with a legitimate destination, and other necessary operational exceptions.

Peddler/Solicitor Ordinance

The City of Bruceville-Eddy has established regulations governing peddlers, solicitors, and other individuals or entities engaging in door-to-door commercial solicitation within the city limits.

Residents have a legitimate interest in the privacy, safety, and security of their homes and neighborhoods. At the same time, the City has a responsibility to ensure that solicitation activities are conducted in a lawful, orderly, and reasonable manner.

The ordinance establishes a structured permitting process for commercial solicitation activities, outlines operational guidelines, and provides law enforcement with clear enforcement authority when violations occur.

The ordinance is designed to regulate commercial solicitation while respecting applicable constitutional protections, including lawful speech and protected expressive activities. It focuses on reasonable time, place, and manner restrictions, permit requirements for commercial solicitation, and clearly defined exemptions where appropriate.
