New “Penny Prep” Cash Payment Policy

Description
Dover Township has adopted Resolution 2026-19, establishing a cash payment policy called “Penny Prep” for water and sewer accounts.
Due to the limited circulation and handling of pennies, the Township Office will no longer provide change in pennies for cash payments. This policy helps the Township maintain accurate financial records while providing a consistent process for customers who pay in cash.
What this means for customers:
Customers may still pay their water and sewer bills by cash, check, credit card, debit card, ACH, or online payment.
For cash payments only, if exact penny change cannot be returned, any amount paid over the exact balance due will be applied as a credit to the customer’s water and/or sewer account.
That credit will appear on the customer’s next water/sewer billing statement and will automatically reduce the next balance due.
Electronic and non-cash payments will continue to be processed for the exact billed amount.
Water and sewer account credits are generally non-refundable unless requested in writing and approved under unusual circumstances, such as a duplicate final payment.
This policy became effective upon adoption by the Dover Township Board of Supervisors.
