* WHAT...Sub-freezing temperatures as low as 30 possible, mainly
outside of the urban city centers.
* WHERE...In Delaware, New Castle County. In Pennsylvania, Delaware
and Philadelphia Counties.
* WHEN...From late Monday night through Tuesday morning.
* IMPACTS...Frost and freeze conditions could kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
