MOTION: to approve the April 9, 2026, Consent Agenda pending bill list approval by Borough President, Manager, and Treasurer.
5) PUBLIC COMMENTS ON AGENDA ITEMS
At this time, citizens may address the Crafton Borough Council on any issue appearing on today’s agenda. Only residents and taxpayers of the Borough of Crafton will be permitted to address the Council. Comments on non-agenda items will be taken at the end of tonight’s meeting. Speakers will be permitted to speak for a maximum of 3 minutes. Groups of people will be required to designate a spokesperson to represent them before the Council who may speak for a maximum of 5 minutes. Council has the option to respond or not at the end of the address. The solicitor is the assigned timekeeper. Please state your name and physical address for the record.

a. Construction Projects – Asking for patience with road closures, detours, and delays associated with several infrastructure projects throughout the Borough.

a. Financial Audit – Maher Duessel completed the Borough’s 2025 Financial Audit.
b. Trail Study – Planning to apply for DCNR Funding for Baker’s Acres improvements and resurfacing the Clearview Trail.
c. 30 Elmwood – Demolition process – waiting on Act 152 funding to be approved with the County
d. Military Banners –Disposition of 82 Replaced or Retired Military Veteran Banners purchased between 2016 and 2019.
MOTION: Approve Resolution 2026-07 permitting the disposition of replaced and removed Military Veteran Banners for a cost of $636.71.
10) ENGINEER’S REPORT
a. Broadhead Sewer Separation Project – Broadhead sewer construction is approaching Crennel. Parke Street sewer construction is completed. Coulter Street has curb and sidewalk work completed along the left side coming up from Broadhead. Warren Street has backfilling with topsoil between curbs and sidewalks. Second half of full depth reconstruction next couple weeks. Closure of the trail portion is still in effect until final restoration takes place and will be paved.
i. Expected project completion – October 2026.
ii. Milling and paving expected to begin end of April.
iii. Weekly contractor meetings and updates to the Borough construction webpage are on-going.
b. Perrine Street Sewer Project – Waiting on City to approve Resolution.
c. C-20 Sewer Separation – Punchlist of outstanding items sent to the contractor to take care of.
d. DPW Building – Construction is on-going.
i. Building inspections are underway. Road repaving 4/29
ii. Hoping to have construction done by National Public Works week. May 17-23.
e. 2026 Crafton Sewer System Repairs (Operations and Maintenance) – Contract documents signed. Preliminary CCTV project work has begun.
i. Two contracts (A & B) – Excavation and manhole to manhole lining.
f. Noble and Linwood Parks – $500K project ($250K grant / $250K match) – Draft Park layouts and budget estimates are complete.
MOTION: to proceed with finalizing the construction drawings, specifications, bid documents, budget and purchasing plan based on the final park improvement layouts as presented.
g. Ewing Road – Repair immediate areas of road subsidence. Project bids received. Lowest bidder was from Independent Enterprises with a Base Bid of $85,580.00 and Alternative Bid of $67,030.00. Work expected to last a few weeks.
i. Base Bid – Full depth road reconstruction (4’ depth)
ii. Alternate Bid – Road reconstruction using Tensar HX-165 Geogrid (15” depth)
MOTION: to award the Ewing Road project contract to Independent Enterprises using the Alternate Bid in the amount of $67,030.00 as recommended by Gateway Engineers.
h. Crafton Blvd Improvements – LSA grant ($120K) - Improvements will include new lighting, additional trees and EV Charging station in the School Parking lot. The bids were rejected for being too high. We have asked for a grant extension, and we will be completing the work as three separate smaller projects.
i. Bathhouse Floor – New floor coating will be installed prior to the 2026 season.
j. Storm Detention Cleanout – Received three quotes for this work. Reviewing notes, quote details and contractor schedules before making decision.
k. Crafton Elementary/Blvd Streetscaping Project ($1.39M grant) – Planning will begin with the School and City of Pittsburgh this Summer with construction planned for 2027.
l. 2026 Road Paving and Brick Plan Priority
i. 2026 Brick Street Repair Project – Project involves priority areas including brick street, curbs, infrastructure and concrete header repairs.
ii. Impacted streets included below:
1. Clearview Avenue (Middle Street intersection and three other nearby areas)
2. N. Grandview Avenue (In front of 8 and 10 N. Grandview)
3. Barr Avenue (Around the manhole in front of 1769 Barr)

2026 Public Works Summer Employment - The Borough of Crafton is accepting applications for Seasonal Public Works positions. Applicants must be at least 16 and be able to pass a Drug & Alcohol Test and having a driver’s license is preferred but not required. Paper applications may be obtained in the Administrative Office or can be submitted online at the following link: https://www.craftonborough.gov/employment. All applications must be submitted to the Administrative Office NO LATER THAN 4:00 PM on April 24th.
2026 Real Estate Tax Bill Payments - Jordan Tax Service will be in the Borough building community center for in person bill payments on April 21st from 9 AM – 12 Noon and April 30th from 1:00 PM to 4:00 PM. As a reminder, 2% discount payments are due April 30, and all other payments must be received by June 30.
Sustainability Festival - Saturday, April 11. From 8 am to 12:30 PM at Crafton Park. There will be a Shredding and Medication Takeback Event hosted by Dan Deasy and Wayne Fontana from 8 AM – 11 AM. Dumpsters will be available for residents to dispose of household clutter such as small appliances, bulky items, building materials, yard debris, etc (no hazardous, electronics, tires, paint, freon appliances). There will be a Free Market Swap on the Stage from 9 AM-12 PM and Upcycling Contest at 8 AM.
Earth/Arbor Day Celebration - Saturday, April 25 in Crafton Park (10:00 AM). We will be commemorating Crafton's 37th year recognition as Tree City USA and also be cleaning up the park.
Crafton Pool Season Passes – Crafton Pool Season passes for the 2026 season are available by going the Borough’s website at Craftonborough.gov/craftonpool. There is a link at the top of the page where you can sign up and pay for your digital or physical pool pass. The Pool will open Memorial Day weekend.
