In simple terms, the technical specifications used for this construction project were insufficient. The work involved a 2-inch mill and repave with smooth asphalt. We did not budget enough for base repair, and now, after only two years, we are experiencing significant problems. This is a major concern because, to stay on track with our pavement management plan, newly resurfaced roads should last approximately 20 years between resurfacings—not two.
As a result, we will be adjusting our resurfacing specifications to follow the approach used on Riverside Drive last year. That project involved milling three inches, performing targeted base repairs, and installing three inches of stronger structural asphalt. Because structural asphalt is more porous, it was immediately seal coated (tar and chip) to create a weather-resistant surface layer.
Managing our transportation system is an ongoing learning process, and we are continually refining our techniques to best balance quality, cost, and long-term durability.
