Winter Storm Warning issued February 23 at 3:23AM EST until February 23 at 1:00PM EST by NWS Binghamton NY
* WHAT...Heavy snow. Additional snow accumulations between 1 and 3
inches. Winds gusting as high as 45 mph.
* WHERE...Lackawanna and Luzerne Counties.
* WHEN...Until 1 PM EST this afternoon.
* IMPACTS...Roads, and especially bridges and overpasses, will
likely become slick and hazardous. Areas of blowing snow could
significantly reduce visibility down to below one quarter mile.
Travel could be very difficult. The hazardous conditions could
impact the Monday morning commute.
* ADDITIONAL DETAILS...Gusty north-northwest winds persist into
Monday morning, which will reduce visibilities due to blowing and
drifting snow. Winds gusting as high as 45 mph through the day on
Monday.
If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency.
The Pennsylvania Department of Transportation and Pennsylvania
Turnpike Commission strongly encourage motorist to heed all travel

Persons should delay all travel if possible. If travel is absolutely
necessary, drive with extreme caution and be prepared for sudden
changes in visibility. Leave plenty of room between you and the
motorist ahead of you, and allow extra time to reach your
destination. Avoid sudden braking or acceleration, and be especially
cautious on hills or when making turns. Make sure your car is
winterized and in good working order.
