Description
The Borough has received positive news regarding another grant application submitted by the administration. The Borough has been awarded $500,000 through the State’s Multimodal Transportation Fund Program for the Phase 2 Euclid Boulevard Reconstruction and Pedestrian Improvement Project.

Euclid Boulevard is a multimillion-dollar, multi-layer infrastructure project that has challenged the Borough for many years. The roadway is constructed of aging concrete with severe subsurface drainage issues, is in urgent need of ADA-compliant intersection improvements, and contains a buried sanitary sewer that requires full replacement.

Significant progress has been made toward the long-term goal of fully reconstructing Euclid Boulevard with a watertight, functional sewer system beneath it—improvements that will serve the community for the next two generations (approximately 50–60 years).

The Borough extends its sincere appreciation to the officials who have strongly advocated for these projects and helped secure critical funding. In particular, State Representative Bob Merski has been a consistent and effective advocate for this and other Borough infrastructure initiatives.

To date, the Borough has secured and leveraged the following funding for the Euclid Boulevard project:
- $125,000 in Erie County Municipal GAP funds for sewer replacement between Station Road and Willow Street
(plus $150,000 in local sewer reserve funds)
- $530,000 in PennDOT Local Federal Aid Route funds for roadway reconstruction between Station Road and Willow Street
- $250,000 from the PA Local Share Account toward Phase 2 reconstruction from Willow Street toward Bird Drive
- $500,000 from the PA Commonwealth Financing Authority toward Phase 2 reconstruction from Willow Street toward Bird Drive

While this funding allows the Borough to move forward, it does not fully fund the entire project. The Borough continues to pursue additional grant funding, as well as state and federally subsidized infrastructure loans, to close the remaining funding gap for the final sewer and roadway segment extending to Bird Drive.

Project Timeline:
- Phase 1 reconstruction (Station Road to Willow Street) is scheduled for 2026.
- Phase 2 reconstruction (Willow Street to either Union Street or Bird Drive, depending on funding reach) is planned for 2027.

Importantly, the Borough will be able to coordinate sewer and roadway reconstruction within the same construction season during Phase 2. This approach will prevent a repeat of the current situation, where unfinished gravel surfaces must endure an entire winter—an inconvenience that unfortunately impacts local residents. We apologize to those residents who are currently enduring an even worse road surface than they had become accustomed to with Euclid before.
