Special Weather Statement issued February 13 at 4:03AM EST by NWS State College PA
Temperatures have nudged above freezing over most of Central
Pennsylvania early this morning, changing freezing rain to rain.
However, icy spots are possible through around 8 am on any untreated
surfaces.
