NOTICE TO BIDDERS
CRAFTON BOROUGH
ALLEGHENY COUNTY, PENNSYLVANIA
Proposals will be received by Crafton Borough via PennBid until 10:30 a.m. prevailing time on December 19, 2024, for the following project:
STEUBEN, DUNCAN, AND LINDEN SEWER SEPARATION
Bid – Steuben Street, Duncan Avenue, and South Linden Avenue
The project includes, but is not limited to, the installation of new storm sewer pipe, inlets and manholes; clearing and grubbing; traffic control; resident and business notification; erosion and sedimentation control measures; existing utility protection and relocation; removal and replacement of existing concrete curb, sidewalk and ADA ramps; bituminous trench repair; bituminous milling and overlay; and miscellaneous site restoration, complete in place.
All Proposals must be submitted electronically via PennBid (www.PennBid.net), before 10:30 a.m. prevailing time, on December 19, 2024. At that time, Bids will be opened with results publicly displayed on PennBid. No hard copy Bids will be accepted.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (www.PennBid.net).
Pennsylvania Prevailing Wage rates are required to be paid on this Project.
There will be a Mandatory Pre-Bid Meeting on November 19, 2024 at 10:30 a.m. prevailing time at 100 Stotz Avenue, Pittsburgh, PA 15205. Contractors who intend to bid MUST attend for their bids to be considered as responsive. “Attendance” for the purposes of this Paragraph shall mean being present for the entirety of the Meeting. Signing the Register at the beginning of the Meeting and leaving immediately thereafter will not constitute attendance.
Bidders must be PennDOT pre-qualified under the name of the bidding entity for the majority of the following Work Class Codes: A; C; C1; E; F; F1; F2; F3; G; H; H2; J; K; M; M2; M3; O and Q. Evidence of compliance must be submitted with the Bid for the Bid to be considered as responsive. Subcontractors shall also be required to be PennDOT pre-qualified for work categories not held by the successful Bidder or have verifiable experience.
Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Crafton Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.
The Proposals must be made to Crafton Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Borough retains the right to award Contracts to the lowest responsive, PennDOT pre-qualified, and responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough.
However, Bidders are advised that the Borough expressly reserves the right to reject all Bids, and specifically reserves the right to award to the lowest qualified, responsible and responsive Bidder for the type of work being considered a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
Crafton Borough also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
