NOTICE: Building/Zoning Codes, Rental Inspections & Property Maintenance Enforcement for Duboistown Borough 2023.

Duboistown Borough has contracted with Central Keystone Council of Governments (CKCOG) for the following services for the Borough: Building and Zoning Permits, Property Maintenance and Rental Inspections.

Rule of thumb is if you are not sure if you need a permit contact CKCOG and ask. Some things you may have needed a permit for years ago you may not need one today and vis versa, so it is always best to ask.
Additionally, CKCOG will do all the rental inspections in the borough. There are currently 139 units that are rental properties in the borough of Duboistown. Those properties have been divided up into sections and will be inspected within a four-year cycle. Those properties that are on the 1st round of inspections for 2023 will receive a letter with additional information on date, time, etc.

Property Maintenance for the borough will continue to be monitored by Borough Manager by assessing and enforcing provisions of the Duboistown Borough Ordinances and 2021 CMC (Central Keystone Council of Governments Maintenance Code book for Property, Fire Safety & Building) that governs how the exterior of structures within the Borough are maintained as well as general property maintenance considerations such as but not limited to: Rubbish/Debris in and around a property, landscaping that blocks walkways or obstructs vehicle sight lines at intersections, grass/weeds that exceed a height of 8”, and trees/shrubs/bushes that infringe public walkways or streets.

The process for property maintenance enforcement is as follows: When a property maintenance violation has been notated the Borough Manager will contact the property owner by mail with a photo of the violation and a letter explaining the violation and ways to correct the violation with a deadline. This letter will refer to the section of the 2021 CMC or Ordinance depending on the violation to reference. Typically, the owner is given 5 to 10 days to respond to letter or correct the violation. If there is no resolution and or response from the owner the Borough will turn the documentation over to the CKCOG and advise of the complaint at which time they will send a letter and start that process to administer the enforcement of the violation and possible fine.

Our number one goal is to communicate with the property owner on the violation and discuss or create a resolution.
