Special Weather Statement issued March 18 at 7:58AM EDT by NWS Pittsburgh PA

A cold front is expected to cross the region during the midday and
afternoon hours. The front will arrive in eastern Ohio around
noon, and then travel across northern West Virginia and southwest
Pennsylvania this afternoon. A band of moderate to heavy snow
showers and snow squalls is expected to accompany or quickly
follow this boundary.

Visibility of one-quarter mile or less is expected within the
heaviest snow along this band. A quick accumulation of up to one
inch is also forecast. Road temperatures are expected to be
initially well above freezing as the front crosses. However, the
arrival of colder air behind the front, as well as compaction
effects on roads, could cause the rapid development of icy spots
on some roads and highways where heavy snow occurs. Wind gusts of
up to 30 MPH may contribute to creating very low visibility in
heavy snow, with near whiteout conditions possible. Special
Weather Statements and/or Snow Squall Warnings may be necessary
if such conditions develop.

If you plan on driving this afternoon, be prepared for the
possible rapid development of near-zero visibility and icy
conditions. If such conditions develop, consider delaying travel
or pulling over to highway rest areas until conditions improve. If
you must drive through snow squalls, gradually reduce speed, turn
on headlights, and increase the distance between your vehicle and
all surrounding ones.
