Vacancy on the Littlestown Borough Authority

This is a notice to announce a current vacancy on the Littlestown Borough Authority. The vacancy has a term to expire 07/09/2023. The term limits are 5 years.

If interested please submit a letter of interest to the Borough Secretary either in person at 41 South Columbus Avenue, Littlestown PA or via email at secretary@littlestownboro.org. Open until filled.

What is a Borough Authority
A borough authority is an independent agency of the commonwealth. It is a public corporation engaged in the administration of civil government. An authority is a separate legal entity with the power to incur debt, own property and finance its activities by means of user charges or lease rentals.

The main purpose of an authority is to establish a governmental unit to raise money independently for specified projects. The borrowing capacity depends on its ability to be self-supporting. Generally, authorities finance revenue-producing projects such as sewer and water facilities, solid waste disposal systems, parking garages, auditoriums, incinerators, municipal buildings, parks and swimming pools. The revenues generated by a project must be adequate to operate the project, meet all debt payment obligations and provide for reserve maintenance funds as needed. Littlestown Borough Authority
The Littlestown Borough Authority is a five-member board that consists of a Chair, Vice-Chair, Secretary and two members. The term limit for each member is 5 years with each term expiring consecutively. The members are appointed by the Littlestown Borough Council and each position on the board is done within the board at a reorganization meeting.

The Littlestown Borough Authority owns the Water and Sewer system. The Authority has entered into an “Agreement” with the Borough, whereby the Borough operates and manages the Water and Sewer Systems. The Authority authorizes, approves and directs, inter alia, receipts, revenues and funds derived from operations of both systems to be paid to the Borough.

The Borough Authority shall have the power and authority to participate in the financing of projects of worthy, nonprofit charitable and/or educational entities through its issuance of tax-exempt obligations, and, upon approval by the Authority of any such financing, to authorize its appropriate officers to execute, acknowledge, attest and deliver any and all necessary or appropriate documents and take any and all necessary or appropriate actions in connection with such duly authorized and approved financing.
