* WHERE...Portions of east central Ohio. Portions of northwest,
southwest, and western Pennsylvania. Portions of northern and the
northern panhandle of West Virginia.
* WHEN...From 1 AM to 9 AM EDT Friday.
* IMPACTS...Freeze conditions could damage sensitive vegetation.
