NOTICE OF PUBLIC HEARING AND INTENT
TO ADOPT CONCERNING PROPOSED ORDINANCES 627 & 628
AMENDING THE BOROUGH OF EDINBORO CODE
The Borough of Edinboro hereby gives notice that a public hearing will be conducted concerning proposed Ordinances 627 and 628 on September 11, 2023 at 6:00 PM in the Borough of Edinboro Municipal Building, 124 Meadville Street, Edinboro, PA. Council may then consider and act upon the proposed Ordinances at their regular meeting following the hearing.
Ordinance 627 would have the following impact: provide for the licensing and regulation of short-term rentals; defining certain terms; establishing application and license procedures; establishing standards for short-term rentals; providing for inspections and enforcement responsibility; establishing and providing for violations and penalties; declaring violations to be a public nuisance; and providing for appeal procedures.
Ordinance 628 would have the following impact: amend Chapter 27 of the Edinboro Borough Code, pertaining to Zoning; amend Section 202, entitled “Specific Terms”, to add a definition of the terms “Short-Term Rental”; amend Section 306, entitled “Permitted Uses, Conditional Uses And Special Exceptions”; and to limit the use of short-term rentals to the R-3 Lakeside Residential, the RLB - Residential Limited Use, The R-4 Multi-Family Residential, the C-1 Downtown Business, and the C-2 Periphery Business Districts.
Complete copies of the draft Ordinances may be viewed at the Borough of Edinboro Municipal Office during regular business hours from 8:00 AM to 4:30 PM Monday through Friday or by emailing the Borough office at jspangenberg@edinboro.net.
All interested parties are encouraged to attend this public hearing and provide relevant testimony. Any person with a disability requiring a special accommodation to attend this meeting of the Borough of Edinboro should notify the Borough Manager at 814-734-1812 x 123 as early as possible, but not later than two (2) working days prior to the meeting. The Council will make every effort to provide a reasonable accommodation.
